metadata: SDL_GetAppMetadataProperty() now uses SDL_GetExeName().

(for SDL_PROP_APP_METADATA_NAME_STRING if unset. If SDL_GetExeName() returns
NULL, it'll fallback to good ol' "SDL Application", as usual.)

Fixes #15692.
